A big part of Evi's appeal is her ability to both recognise natural speech and talk back to you in kind. However, a number of Android users have reported that she isn't talking.
To understand and generate speech, Evi uses third party speech services included on your phone. Alas, some phones don't have these included as standard and so they will need to be manually added.
For speech recog, this is needed on the phone:

Most phones have this preinstalled.
For text to speech, this may be needed. Most people should not need this, but it's a known issue on certain HTC devices

So, once these are installed and working then you will be able to chatter away to Evi and hear her talk right back to you. •)
